I generally have Jackie Chun ( initial ) at Yamcha Kamehameha level and I have Kamehameha = 1.5x Yamcha power. Jackie Chun would defeat the duo without problems.

Going by the movie and not DBS, I don't think Enraged Vegeta even surpassed regular Ultimate Gohan. Ultimate Gohan stomps.

Though the evidence for Pan is dubious, I'd still give it to her. Goku did expect her to go far in a tournament with at least 3 people stronger than Good Boo, so I'd expect her to be at least close to that kind of tier. If including DBS canon, presenting SSJ ki as a foetus is a good indication of her ridiculous potential too.

Manga Bardock VS Saiyan Arc Piccolo (post-training)
