Since Cell tends to underestimate his opponents, Kenshiro will have the time to use Musou Tensei and kill him. That's the most likely scenario if you ask me.

Cell VS Baby, in terms of wasted character potential.

Cell since the themes regarding Baby's origins at least had far more focus within the narrative (eg. Saiyan VS Tsufurian conflict with Goku VS Baby, uniting the two warring people in a sense through Vegeta-Baby to allow the Tsufurians to rise seeming like a parallel to the Saiyan race living on by breeding with humans), whereas any themes of the Z-Warriors facing the product of their own achievements as a villain or Trunks being in some way responsible for his deeds were fizzled out as quickly as they were introduced.

Super Super #17 runs the Super gauntlet......Super!
- ToP Arc #17 fuses with Hell Fighter #17. Assume the boost is equivalent to what it was in GT.
- Opponents have no intel on his Ki absorption abilities, though attempting to absorb an attack too far beyond his current level will result in him being destroyed. Using Mu not being sure if he could absorb the 10x Kamehameha, let's say he needs to be at least ~10% of the opponent's level.
- #17 isn't aware of his weakness whilst absorbing Ki.
- Merged Zamasu is nerfed down to having Boo tier regeneration and his manga moveset. No Infinite Zamasu becoming one with the universe bullshit. His clones are also limited to a maximum of 5.
- Can run both a manga and anime scaling gauntlet if it makes much of a difference.

I have Super #17 at SSJG level, Super Super #17 would be at around SSJBx20 level, enabling him to stomp most opponents with brute force alone, after having absorbed a lot of energy. Considering how unpredictable the outcomes are, I'd say that anyone with Hakai will likely kill him.
