I don't see why he would be referring to any less than his full power, seeing as how anime-wise he also fought both Gotenks Boo and Gohan Boo and never specified which form he was talking about, plus the GT Perfect Files support it by making it apparent Gohan regaining SSJ was due to surpassing his previous peak via training rather than getting weaker like in Super's continuity.

Given that Base Rild > Gohan Boo >>/>>> Super Mega Cannon Sigma >>> Mega Cannon Sigma > Level 3 Lood > SSJ Goku (Imegga), I'd find it hard to place BoGT Goku much stronger than post-Rosat Gotenks in equal forms. This version of Evil Boo isn't too much stronger than SSJ Gotenks either, but his infinite stamina and tricky techniques land him the win.
