Probably Vegeta, seeing as how Piccolo's heavily implied to be below 2.8k. Piccolo's only shot at victory would be the tactics he used against Frost in the DBS anime, and I doubt Vegeta wouldn't be smart enough to counter that.

Tambourine & Cymbal VS 22nd TB Tenshinhan

Cymbal was said to be many times weaker than Tambourine, so I don't think he would add much here. Goku implied that if he had a full stomach, the likes of Tambourine wouldn't be too much. Tenshinhan, whilst weaker than Goku, is pretty close as showed in their fight, so I think he would also make short work of Tambourine. Tenshinhan wins with mid difficulties.

Kibitoshin vs South Kaioshin
