Piccolo vs Kaioshin is like Future Androids vs Present Androids. It doesn’t really change anything, but why wouldn’t you follow that?

I think having Present Androids stronger than Future Androids is important for the time skip gaps to work since Future Gohan has to already be far stronger than 40% of 17 for him to remotely believe he can defeat both of them together with unlimited stamina and a handicap of one arm. And Trunks @Mecha Freeza is even stronger than that.
Kaioshin being way stronger than Piccolo I guess can work, as long as he is considerably weaker than the SSJs. Personally I think having Kaioshin as weak as possible would justify their fusion only being SSJ2 tier, as well his leariness around Yakon.

Because it was a retcon. Sure, it makes sense in the Boo Saga, but people take things out of context when they try to look for the evidence in the Cell Games, which actually implies Piccolo is in the low MSSJ tier.

We know literally nothing about Piccolo besides the fact he’s not MSSJ tier. Cell takes note of Vegeta and Trunks’ powers, but doesn’t say anything about Piccolo. He didn’t even bother training for two days like the others.

The quote relating to the Cell Juniors also leaves the door open to Cell saying that Piccolo also managed decently against them. Cell didn't "take note of his power" because he had no idea how strong Piccolo would have been. He wasn't even aware of how strong Vegeta or Trunks were when he singled them out.

Not to mention Vegeta & Trunks VS Semi Perfect Cell Initial, Full Power Semi Perfect Cell, Perfect Cell Initial, and Perfect Cell Warming Up, were a lot closer to Perfect Cell during the Cell Games than Piccolo VS Imperfect Cell Initial and Imperfect Cell Post Absorbtions was.

Piccolo was still up after taking several hits from Imperfect Cell, so the feat in itself isn’t that impressive. Cell’s line definitely leaves the possibility open, but it’s too vague. He could also be talking about Tenshinhan

I made Piccolo weaker than the Base Saiyans in the Cell Saga now. The way I see it, while there's more evidence to suggest he can hang with the Super Saiyans in the Cell Games than there is that he's weaker than the Base Saiyans in the Cell Games, there's still more evidence to suggest that he's weaker than the Base Saiyans in the Boo Saga than there is to suggest he can hang with the Super Saiyans in the Cell Games. LOL.
This will make writing a Boo Saga Battle Power List far easier, which I will get to soon.

I don’t think the situations are that similar since 18 was serious while Gohan was sparring, but I guess the Mighty Mask suit was just that limiting.

I would maybe lower the Kamiccolo vs humans absorbed Cell gap since Piccolo was exhausted at the time and 17 wasn't knocked out cold from Cell's strikes.

Piccolo had just started to tire when Cell arrived, so unless we’re counting the blows Cell dealt to him I don’t think he was weakened by a significant amount. 17 not being knocked out is probably because Cell didn’t want to damage him.
I’m not sure if 19 being 70% of Vegeta can work because then you also need to fit in 20 and Piccolo, unless you think 19 > 20.

I think #19 being 70% of SSJ Vegeta can work as long as you take a more minimalistic approach to the Cell Arc, but that’s as close as I would place him. I’m starting to feel like Battle Power scalers bloat the Cell Arc too much in general, although I can see why when it comes to fights like Kamiccolo VS Imperfect Cell Post Absorbtions or USSJ Vegeta VS Perfect Cell Warming Up.
