I think they would at least stagnate as they aren't very focused on training but they still spar with each other at times. Their power levels are not super explicitly stated without Vegeta's statement here, so them being Cell Games Trunks level all along can still work.

He's talking about the Future Trunks that 17 is aware of. As a kid(present kid Trunks) he's equally as strong.

Depends on if you go by the theory that Movie 11 is marooned in its own timeline or if it is part of Movie 12's timeline. If the former then Goku could use SSJ3 but if the latter only Majin Buu made Goku use SSJ3.

The problem is that Toei has a penchant for nonsensical base Saiyan fights just for the sake of giving base Saiyans something to do. Just look at base Goku vs Ikari Broly. I mean seriously, Goku says Fat Janemba has the greatest ki he ever felt and proceeds to fight in base just because.

But it's trained Gohan so that can change things.

One thing to note is that Koyama said on X/Twitter that they were under the impression that Gohan had continued to train when Movie 10 was written. This probably lines up with the manga chapters not explicitly saying Gohan was weaker until the showing of SSJ2 at the tournament.
