Yeah. Goku literally says it's all in his head. His feat and self-doubt are what caused him to lose power which was something Goku made him realize. Even Toriyama mentioned in an interview how courage plays a role in battle power.

This is what I think. Gohan still needs to consciously power-up like a Super Saiyan to enter his "Ultimate" state so that power likely isn't factored in.
