That's not true. Goku's power dropped dramatically from fighting and then unleashing his Kamehameha. 19 Post only beat that Goku once his power dropped even more. Goku was still taking multiple hits and recovered immediately even from a gut punch. Nothing necessitates 20 Pre as 19 Pre's rival.

You're not reading their argument properly. They don't sense ki reserves which is what is being absorbed by the Buu meter. A Kamehameha yields more power than its user but it doesn't contain more ki than the user has. As you said, you can't dish out more ki than your body contains.
