He wasn't, he consider dangerous fusions such as Gokuhan or Gogeta, but don't want to give Goku a try. He doesn't mind about Goku fusing with Dende. Buu also knew he has no chances against Gohan after Gotenks defuses and devoured him without a second thought.

Buu was the same Buu all the time, he has the same objective, the same mindset, same everything. Buu was aware of the possibility of Gokuhan and didn't wanted that to happen, so he was still calculator.

And Vegetto is clearly the same person as both Goku & Vegeta, otherwise, Goku wouldn't be remembering of the fact that he got separated neither the barrier. Or maybe they were aware of everything inside. Who knows, they are aware of those facts.

Goku against both Kid Buu and Beerus says "With the potara I could've done it" or "if I could fuse with Vegeta", so I don't think he treats his power appart from being fused unless given context that show us the opposite.

Buu had no qualms saying Gohan was stronger than him, one can still keep skeptism about statements that weren't proven, but when it comes to what his opponents actually proved and still not convince Buu is a different story.

Vegetto proved to Buu the same superiority that Vegeta initially proved to Fat Buu.

Actually, I think like this, if one is better that is def Buu given how confident he was & how Gotenks and Gohan make him get out of bounds in prior instances.
