I think act 1 is the best. I think the people that say that about act 3 is because it has a lot of fights (most of them are mediocre), some reveals, and new power ups. A lot of people simply eat up hype. The actual story is pretty subpar for One Piece standards imo.

Not sure if this is an unpopular opinion but I don't think there is a lot of good things to say about Wano. Dressrosa, Zou, and WCI are arcs that I genuinely do like, can't say the same for Wano. Then again maybe if I binged it it would be better. I can't really say if it's worth reading from...
