But he still managed to make a quick getaway with smokescreens, and Shanks seemed distraught afterwards when Observation Haki should've been enough to track down that fag right away. I have 0% faith that Oda had Haki conceptualized in chapter 1 lol

I don't think he did either, but conqueror's haki was already shown, and we saw in flashbacks dating to before Romance Dawn that Haki was a thing. So it has to exist whether Oda had thought of it or not.

I think he just made up (the earliest elements of) Haki sometime during Skypiea (which is why even in Skypiea we only saw Mantra) and later forcibly retroactively applied it into past events. When he drew chapter 1 I have no doubt that Shanks just scared off that big fish because of how intimidating he looked. The fish didn't even faint lol, and Shanks would've been far above Shichibukai tier by then.

So why didn't the fish faint lol, it clearly wasn't strong either judging by the fact that Luffy one-shotted it 10 years later. Unless, of course, the fish was in fact Whitebeard level and Shanks sacrificed his own arm by applying Magellan's poison to his arm so the Fish King would no longer be a threat once it thoughtlessly chomped on it
