It goes back and forth for me. Cell certainly doesn't think so. So maybe not. With power levels it becomes a problem because of Future 17's less than half comment which people take to mean close to 40%.

Murasaki = Krillin (@Blue)? I think that may be a little much imo. His speed feat of keeping up with Goku was somewhat impressive, but I don't think he has much else going for him personally. Krillin jumped that huge distance in the Pirate cave over the trap which looked similar to the lake which Goku jumped over, which Murasaki needed to use that device to walk over the water.

Yes, I understand that issue... it's a tight squeeze, especially if you use 40%. It's a conundrum that nags at me... which is why it's one of the first places I look on a power level list.

I understand that Broly SSJ (M10) = Broly LSSJ (M8), according to Gohan's sayings. What you could possibly do is have:

Broly Base (M8) = 1,500,000,000
RSSJ = 50,000,000,000
SSJ = 75,000,000,000
LSSJ = 300,000,000,000

With that you can keep Gohan's statement about Broly SSJ (M10) = Broly LSSJ (M8). It also makes sense that the SSJ is> RSSJ, since the latter is "restricted".

As for SSJ3, it makes much more sense to have it 4x SSJ2. Mr. Boo fought much better against Kid Boo, than Vegeta SSJ2 against this one.

Oh, is that the case with Broly? He's as bad as a monster as ever or something like that?

I haven't seen any evidence that Super Saiyan 3 needs to be all that powerful. All that scene suggests is that Good Buu was restored to his previous full power. Good Buu simply fought too well against Kid Buu for him to be at half power or anything, Good Buu regaining the power of Fat Buu is the only thing that makes sense to me there. With that, there's not much reason for Fat Buu to be more than 2x Vegeta.

That's debatable. No one has been able to prove if Gohan is superior or Cell or if they are equals. It comes down to personal opinion.

I agree with your Tenshinhan's power ups and your Tsuru-sennin placement. If we really do a complete breakdown of Tenshinhan's level of effort and assume he started against Jackie Chun with the same power he one-shotted Yamcha, then Tsuru-sennin must be quite superior to Yamcha and Kuririn. Good!

Thanks. Yea this 22nd Budokai shit is very taxing, it's very complex. I think I finally got a handle on it, but now, the top powers of Roshi, Goku and Tien is supremely bothersome. I'm going to have to go hard to figure that shit out.

23rd Budokai I started figuring out, it's the tournament of hyperbole. But that's next. Right now, Roshi vs Tien vs Goku.

I think you have to factor in both statements. For example, we need to factor in Yamcha's statements about King Chappa, yet also give him credit for his fight. I feel the same is here. There are simply too many statements about Roshi being a respectable power for me to dismiss him so easily. Sum up how you feel about my 22nd Budokai numbers, everything else I feel pretty damn confident about.

When did Jackie Chun do the 2nd power up against Ten? I see him only doing one, when he says he will have to be serious.

Yeah, I think by "fighting seriously" he meant the Taiyoken, which was the first thing he did when he said he'd get serious. Jackie Chun also survived his off guard kick, apparently without serious injuries. I'd say they were also pretty evenly there.

I have to agree. It's teased as a power statement, but it's not. Let's review Tien's power.

1) Initial Power in the Preliminaries
2) Matching Yamcha's power
3) Slightly superior to Yamcha's Wolf Fang Fist

Now, is Withheld right, he thinks that Yamcha was just caught off guard and there's no power up after.

I think it's possible he concentrates his ki simply for the Kamehameha, I don't think he needs to power up for that, but the way he hits Yamcha, I don't think the guy who is barely stronger than WFF can one shot Yamcha. I don't think WFF is that strong.

I could be wrong though. It's a difficult choice.

"Off guard" attacks didn't seem to have such importance in the 22nd Budokai. For instance, Tenshinhan's off guard attack didn't effect Roshi so much, as well as Goku punching Tenshinhan in the gut (when this later was taken off guard by thinking Goku couldn't out maneuver his Solar Flare) didn't knock out Tenshinhan unconscious. If Yamcha was instantly out cold after the kick, then I'd think Ten had a good power advantage

I'd say so. He powered up against Rogafufuken and against KMHMH imo.
