More so, if you believe Gohan was FPSSJ against Dabra and that Goku's statement to Gohan about unleashing his anger to defeat Dabra reffering to his SSJ2 form, then the Budokai scene directly contradicts that.

Actually, he was pretty consistent with it. All of the confirmed SSJ2 characters had lightning sparks and a sharper aura, though I'm not so sure about the latter. Later, AT even goes to explain the difference between SSJ and SSJ2That might be because Toriyama was inconsistent
