No, Gohan and Krillin only surpassed 10,000 merely seconds ago, when they were powering up against Gurd. And the humans had just surpassed Kami too, since Kami said “You have all surpassed me now." Again, the title of the chapter would have no reason to reference a random event of the Saiyan saga during the Cell Games. Gohan surpassed Goku as soon as he powered up against Cell. But hey, if it just has to be a past event, then I'll say it was during their training in the RoSaT.

He's not talking about when they got their potential unlocked (because he doesn't know that), he's talking about the reading he just saw on his scouter when he was talking about their 10,000+ battle powers. The title isn't a past tense reference, and even if it was, it could just be referring to in the RoSaT.
