There is a moment where Vegeta powers up to fight off Babidi's mind control, where he momentarily might've turned Ssj2. That power could've been how strong he was prior to receiving his power boost from Babidi, and Goku could've assumed that was his full power. He is stating they are stronger than Ssj2 Gohan at the Budokai. To add to this, Goku looks disappointed when Vegeta does turn SSJ2, and only then he realizes that he won't be able to finish it quickly.
