  As for Chapter 23 of the Manga, it is still Vegeta SSJB >>> Goku SSJB? Did Goku have an increase in power to equal or surpass Vegeta?

As of that chapter, yes, considering Goku showed no signs of a power up or any feats worthy of keeping the two equal. Most likely though, Goku will catch up by the time of the next arc to restore the status-quo from simple training.

Well, Goku did shoot a hole through MZ with his Kamehameha.....

MZ was just testing his body according to Kenshi.

I see it as a similar situation to most of Boo's lackluster durability feats. Zamasu's immortality meant he didn't need to put any effort into protecting his body against weaker opponents.

I was thinking that the Beerus scale on Goku SSJG (Vs Beerus) turned out to be much larger than 1.66666 ... x in DBS. Do you think Whis (DBS) is> 1.5x Beerus, for the same reason?

Do we have a reason to follow that scale anymore? Maybe the gap between Whis and Beerus is 1.5x can still work but not Beerus/Goku IMO.

That scale isn't valid for either the manga or anime. Goku alone ought to be over 2x his BoG SSJG self by now, much less SSJB Vegetto who's at best somewhat stronger than Beerus.

I'm done reading the chapter and it turned out to be great but it seems they dragged it too long IMO. I was surprised it was Vegeta who convinced Goku to do fusion after hearing what Trunks said about Future Bulma. It would be weird especially for Vegeta to interact with Present and Future Bulma at the same time. The ending was a cliffhanger and we'll have to wait another month...

The explanation is that Shin declares that Vegetto may have surpassed Beerus, it was when Vegetto prepared his final attack. Possibly the final attack of Vegetto has an amplifier. If Vegetto SSJB was> = Beerus, that statement would have been made before Vegetto prepared his attack. Thus:

Vegetto SSJB (Kamehameha Final)> = Beerus >> Vegetto SSJB.

Nope, Kaioshin was amazed of Vegito on the whole time and even Gowasu was shocked by Vegito's power. Therefore Vegito may very well be stronger than Beerus at very least.
