Akkuman wins. Even though Chaotsu is strong enough to stomp, the fact he doesn't start going for the kill gives Akkuman a break to use his Devilmate Beam and explode Chaotsu.

Vegeta considered Cell's power level to be "absurdly large", implying that he's much weaker, and Piccolo is even weaker. Cell stomps.

Chaozu rapes. I don't think he was that behind Kuririn and Yamcha power-wise, he was just too stupid to use his powers to their full advantage.

Anime Videl is far stronger due to Mr. Satan punching through a car, though I'd say Rem's feats are still more impressive, not to mention far better reactions and attack speed, so Videl still gets stomped.
