I don't think Zeno decided to wipe out any universes without the Zamasu arc happening, so he never went through the ToP and never unlocked CSSJB (manga-wise) or any form of UI.

Which occurred only a few months after the Zamasu saga in the main timeline. Yet, it clearly hadn't taken place a year later (when Black stole Goku's body in this timeline). So, the ToP clearly doesn't occur as it does in the main timeline without the Zamasu events.

ORAS was basically a copy and paste of RS with virtually no Emerald elements and a subpar post-game sidequest, and BSDP was even lazier and didn't even include any new Pokemon introduced after Gen 4. Gen 3 has battery issues also and no physical/special split on top of cutting half the Pokemon out and requiring you to have all 5 cartridges as well as attend events for a full Pokedex.
