There was no need to use that form when Super Saiyan alone was already far above Cell. Cell actually thought he had a chance even after Trunks went Super Saiyan. I doubt Trunks had any of that other stuff in mind.

Perfect Cell. It wouldn't make much sense to compare him to anything less.

I don't see why he'd be a far worse option than Vegeta. The fact that Old Kaioshin thought Boo would bother absorbing him is enough to tell me his abilities can't be that useless.

I always saw it as a 2x boost. It works fine for me. If they diminished by half, I don't see why returning would be much more than that. Piccolo's huge improvement over the yrs is why the assimilation ended up being as powerful as it was.

I believe that's the level of power needed to snatch ones attention.

Since we've seen Goku shifting his vital spots in Super, I'm gonna go ahead and say Cell sent it down to his ass the moment Goku unleashed the KMHMH. But ignoring Super, it certainly seems like a plot-hole to me. I'm not sure how else you can take the scene.
