I assumed this ''technique'' was in the vain of causing a physical change in the user, akin to UI (or GoD Toppo from the anime). In which case, it might be treated as a transformation of Vegeta that's a step up from his new Blue form. Can't really see it being forgotten the same way Spirit Fission might.

You never know with Super. Spirit fission was built up for multiple chapters before it was forgotten in record speed. Remember not only did Toyo throw spirit fission in the trash, he also did the same to Goku's Hakai.

I don't think it was a retcon. The manga was never clear on Goku surpassing the Gods of Destruction and didn't lean into it like the anime. Beerus was simply shocked, and it was never meant to be taken as Goku being stronger.

What's really strange is if Beerus was that powerful the entire time then he shouldn't have been as beaten up as he was during the exhibition match. And if this supposed technique that all Gods of Destruction are capable of can possibly overcome MUI Goku, then does that mean Jiren was never stronger than Belmod to begin with? Very weird.
