He wasn't but in my opinion what it does do and unlike the anime is actually showing really well is that God powers are a big deal and not something everyone can reach. Hit did have God-level powers, but was still way below Super-Saiyan Blue.

He was talking about SS Blue. Plus, I'd think it's more in the context of actually transforming into the form that takes a lot of stamina, not the form itself.

Then it's still incorrect either way. Goku spent time trying to figure out Time Skip using Base, when SSJ is his Base after mastering it. It's implied that it must also use stamina, which it doesn't. Evewn transforming should cause absolutely no stamina loss for a mastered SSJ.

Again, Goku was obviously referring to SS Blue.
