I saw the fight between Goku vs Cell and it seems that Cell did not throw a Kamehameha at 100%.

Maybe in terms of multiplier:

SPC (Kamehameha) = Goku SSJ (Kamehameha) = Perfect Cell (Kamehameha) > Goku Arc Saiyan (Kamehameha) = Perfect Cell Against Goku (Small Kamehameha) = Imperfect Cell (Kamehameha).

He's full power from that moment on I believe. He did dodge it but Goku's blast was tracking him like a heat seeking missile.
You might be right. So the Kamehameha should be rivaling Raditz suppressed power and then he’s forced to use full power.

Is what makes sense to me right now. But a 1.5 amp is too much. So I have to make Goku stronger but I don’t know if I like that. Him at 600 is perfect.

Oh I think I have the answer. Raditz power up is smaller than I thought.

Goku 600
Kamehameha 800
Initial Raditz 800
Power Up 900

I had Raditz at 1,000, instead at 900, everything makes sense now I think.

Why not just make Goku stronger? Keep the scale the same but make his KHH = to what it was in the manga.

That might be problematic.

If Goku is 675, then Initial Raditz is not an impossible threat.

Initial Raditz needs to still be pretty damn strong...

This tank Raditz does on Piccolo is a huge deal. Raditz omega tanks this blast.

What are your numbers for it?

An important thing to remember here is that Goku is automatically thinking about grabbing Raditz tail to get the win. Goku doesn't really consider the Kamehameha as a real option for victory here.

Which means Initial Raditz must be as strong or stronger than the Kamehameha.

I think it's reasonable that he was hoping for damage of some kind. I don't think he believed he could kill Raditz with the attack. His lack of confidence when making the plan with Piccolo confirms this.

Yeah, I don’t think he expects enough damage to give him the win.

Initial Raditz is a monster problem.

Where is your overall issue with initial Raditz right now? That he needs to be within range of the KHH?

Piccolo and Goku are completely shocked by the wide disparity in their power and Raditz speed up.

Goku is completely shocked at how Raditz handled the Kamehameha. He gasps at the feat and even says, "What kind of guy is this?"

To me it seems clear, Goku expected the Kamehameha to do at least something, or for Raditz to have to full on block it or something, he doesn't seem to indicate previously that he ever thought he could win with it, always talking about going after the tail or something, but yeah, I think Kamehameha should be rivalving Initial Raditz and Powered Up Raditz...

And, as far as I'm concerned, Raditz has to use his full strength to fend it off the way he does... No need for him to be playing games with a suppressed power if the blast is giving him this much difficulty...


Raditz shows his power against the Kamehameha, and shows off this power levels speed against the SBC...

Raditz seems full on prepared to kill Goku now after the Kamehameha. It pissed him off that he had the nerve to even pull off such a stunt. Raditz also had no idea about ki amplification coming from these two...

Despite Goku being so damaged by Raditz, he musters up the will to fight for his son's life one more time. Raditz is surprised by how much power Goku still retains.

This calls me back to his fights with Piccolo and his father, he seemed to be incredibly damaged, but found a way to gather the strength for one last push. Similar with Gohan against Cell as well. It's an interesting thing to note especially considering I want to get into the whole Damaged levels of Piccolo and Vegeta.
