What I mean is by Kale and Caulifla's power being combined and "only" multiplied by tens of times Kefla was able to greatly surpass SSJG Goku in base in the anime. That should indicate a SSJG multiplier less than Kefla's gap over the individual girls.

I think not only the Kefla fight proves it but the Broly movie as well. Kale and Caulifla's power was increased "tens of times" and surpassed SSJG Goku as base Kefla. Broly uses Oozaru power, which should be 10x base, and tanks SSJG Vegeta who had just said "this is no time to be playing around"...

I think M13 SSJ3 Goku equaling Buuhan would work with how the anime likes to prop up Goku as well as the one V-Jump issue that said Buuhan acquired power equal to SSJ3 Goku. Also works with Battle of Gods with Goku being the strongest post Buu Saga.

Kaio-Ken x20 was never shown to be invisible but x10 was. So you'd have to double your numbers really. Freeza "judged" that Goku had more to show. Since he couldn't sense ki yet it has to be based on judging Goku's behavior in the fight.
