You know what? Piccolo > Kaioshin is the best route. Piccolo MUST be relative to the Base Saiyans, why? Because we have proof he's stronger than the Base Boys. The Base Boys are proven to be relative to the Adults with their powers being on par with a Cell Jr. This is the only way.

Probably not too much stronger considering that General Rildo is the first one to surpass Majin Buu. And then it takes Baby Vegeta all the way until his third form to surpass Super Saiyan Vegetto. GT scaling appears to be far more reasonable than I previously thought.
