I think both Hatchiyaks are equal but the 2010 version was trying to give characters other than Goku something to do to seem useful to the plot.

1. Ikari Broly is initially 10x his base level, then grows to be more competitive to SSJB Goku.
2. Ikari Broly's max power is 10x his base form, including when he grew bigger and stronger.
